Interview with Mr. Choo, Chairman of Keppel FELS

I understand that acquisition of the patents of ABB Lummus Global deepwater floating production division, in joint venture with J. Ray McDermott, was part of your plan to enhance your presence in the development of deepwater fields and production facilities. Tell us something about the ambitions that you hope to achieve through FloaTEC, LLC, your 50/50 joint venture with McDermott.

  • For Keppel FELS and J Ray McDermott, FloaTEC, LLC is a natural compliment to their existing businesses. Its establishment provides the opportunity to merge the acquired TLP designs together with Keppels experience in deepwater production semi submersibles with several units delivered for Petrobras, and J Rays Spar division SparTEC, one half of the original group innovating that technology and with three delivered units to its credit, in order to provide the full range of deepwater production solutions to the industry under a single umbrella.
  • FloaTEC, LLC can offer a flexible contracting approach based on unique delivery models encompassing all or part of an entire package of a deepwater production system, including the hull, moorings and risers - from technical fasibility work to delivery of an EPC contract. Through its parent company's 22 worldwide shipyards and fabrication facilities, FloaTEC, LLC can provide a high level of confidence in project estimating and project execution planning.

What kind of technological and engineering feats should we expect from FloaTEC, LLC.

As the exclusive licensee for Spar, ETlp®, SCF® and Production Semi-submersible, FloaTEC, LLC will seek to optimize the designs across the functional disciplines, thus facilitate the delivery of un-biased floating production solutions for the deepwater market, bringing forward the best features of its broad technology portfolio in meeting clients requirements for the specific field development being considered. Key aspect in this optimization process is to bring construction and fabrication knowledge back into the designs, thus making sure that what is being proposed is cost-effective also from an execution point-of-view.

Given the market current trends, with high utilization rates for the global deepwater drilling rigs, FloaTEC, LLC will be focusing its effort on having a full portfolio of solutions for 'dry-tree' application - i.e. where the floating production platforms (Spar, ETLP or Semi) will have integrated topsides with well-completions and drilling facilities, thus avoiding dependencies of mobile drilling units for drilling development wells, work-overs and other well maintenance over the life of the field.
